Training dedicated to public procurement was held at NSU

A training dedicated to state procurement was organized at the Innovation Center of Nakhchivan State University. Employees of more than 40 organizations operating in the territory of the Nakhchivan Autonomous Republic, including employees of the Nakhchivan State University, participated in the training.

In the framework of the event, Nijat Khalilov, sector head of the State Antimonopoly and Consumer Market Control Agency under the President of the Republic of Azerbaijan, "State made a presentation on the main challenges observed in procurement and the Agency's recommendations.

During the presentation, the main principles of public procurement were brought to the attention of the participants, and actual issues that arose during the implementation of procurement procedures were informed. At the same time, the rules for the correct formulation of the estimated price, the preparation of the set of conditions in accordance with the requirements of the legislation, the evaluation of the suppliers' proposals, the cases of their exclusion from the procurement, the filing of complaints and the drawing up of the procurement contract were explained, and the rules of the correct participation in the public procurement through the portal of the unified Internet portal of state procurement (Etender.gov.az) were brought to attention.

 

Another presentation was dedicated to the topic "Audit of state procurement" by Nizami Almammadov, an employee of the Accounting Chamber of the Republic of Azerbaijan. During the training, detailed information was provided on the importance of the audit process in public procurement, the control mechanisms applied in this field, and the main stages of the audit. It was noted that the main purpose of the audit is to ensure the efficient and purposeful use of state funds, to detect law violations and to strengthen financial discipline. The trainers answered the participants' questions and gave detailed explanations about the topic.
